9. Is a handicapped child able to grow up together with children without handicaps?

Integration and promotion

When children are able to learn and develop together, this brings benefits for all sides. Taking into consideration the individual strengths of the children and remaining true to the key questions »Where does the child stand? What does he or she need? And what must be done to ensure that he or she is able to develop optimally?«, there is extensive scope for valuable and effective learning processes.

The integration of handicapped children into child day care facilities, including also children with diagnosed development deficiencies, is governed by the official integration guidelines dated 13th December 2002. These guidelines state that such children are to be enabled to attend child day care facilities, provided this can be expected to serve their individual development.

Each case is carefully assessed on an individual basis. Depending on the child's requirements and development potential, preference may in some cases be given to  a special remedial group or day care centre, or to a facility providing full-day care for handicapped children (see also Question 10).

Day care facility close to home

Integration means promotion, education and care for handicapped children and children with development deficiencies together with children without handicaps or difficulties. The parents or guardians of such children are entitled to demand that their child be accommodated in a day care facility as close as possible to their home. An appropriate day care place is then chosen on the basis of their fundamental understanding of the child's education needs and the concepts implemented in the available day care facilities.

The number of children in a group is limited to a maximum of 17, depending on the age groups represented and the form and severity of the children's handicaps.

Special prerequisites

Remedial promotion suited to the needs of an integration child is guaranteed in the child day care facilities, with social integration being placed in the foreground. The corresponding facilities must not only provide special learning opportunities, but must also satisfy particular demands with regard to buildings and furnishings. For the individual child, after all, a stimulating learning environment and possibilities for quiet retreat are both equally important.

Social integration

Successful integration is dependent on a functioning partnership between teachers, the parents of both handicapped and non-handicapped children, doctors and therapists. The integrative concept seeks to enable all children to grow up together. The children learn to accept and understand not only their own special circumstances, but also the abilities and disabilities of others. Positive social behaviour is encouraged and no-one needs to feel left out. The integration children acquire practical skills during play and in everyday situations. Singing, painting and other creative activities motivate them to new experiences in all development directions.

Applications

Applications for children with special needs are submitted by the director of the integrative day care centre in question. Parents can obtain all the relevant information concerning application and assessment procedures from the day care centres, the municipal child day care agency or the local Social Security Office.
