10. How are handicapped children promoted in their development?

Remedial day care centres and groups

Remedial child day care centres and groups are facilities providing care for children who, due to an existing handicap or development deficiencies, are entitled to integration assistance in accordance with §§ 53 and 54 (1) of the Social Security Code, Chapter 12, in conjunction with § 55 of the Social Security Code, Chapter 9. Children from Dresden are generally accepted into a day care facility from the age of two, and are looked after there until they reach school age. In exceptional cases, places are also provided for children from outside Dresden.

Facilities providing full-day care

The full-day care facilities provide out-of-school care and recreation for handicapped children attending a special school, usually up to the sixth grade. Full-day care is offered in the Dresden special schools for children with hearing or physical disabilities, speech problems or learning difficulties.

Integrated promotion

In both the remedial child day care centres and groups and the full-day care facilities, specially trained staff cater for targeted, integrated promotion and remedial learning. Each child experiences a level of promotion appropriate to his or her individual abilities, taking into account also family circumstances. By training motor abilities, perception, communication skills, social behaviour and general cognitive potential, the teachers enable the children to develop an individual personality and a maximum degree of independence.

Profiles

The day care centres implement a variety of different concepts, based on the specific promotion needs of children with different forms of disability. Small groups and purposefully designed facilities are conducive to optimum development, providing scope for adequately diverse activities, but at the same time avoiding overstimulation. Flexibility and creativity characterise the work of the teaching staff in the day care centres.

Applications

The general basis for acceptance into remedial day care or one of the full-day care facilities is confirmation from the Social Security Office of eligibility for disability integration assistance. An exception is made for children attending a special school for children with learning difficulties. In the case of children of school age, acceptance into a full-day care facility is coupled to the existing school attendance obligation at the special school concerned.

Prerequisite for the allocation of a place in a remedial child day care centre or group or in a full-day care facility is a successful application for integration assistance.

The Social Security Office is responsible for the processing of applications and for the issuing of assistance confirmations. Parents can obtain all the relevant information concerning application procedures from the day care centres, the municipal child day care agency or the local Social Security Office.
