Costs for handicapped children

11. Who bears the costs for care and transport for handicapped children?

Costs of care

If a child attends a remedial day care group or centre, or similarly also a full-day care facility associated with a special school, the corresponding costs are borne by one of a variety of welfare providers, depending on the form of handicap and the care facility in question.

Care in remedial or full-day care facilities for children with various handicaps is financed by the local social security provider. For Dresden children, the responsible local provider is thus the Social Security Office.

Applications for children attending remedial day care centres and groups are available from the Social Security Office. Applications for the full-day care facilities at special schools are normally distributed by the municipal child day care agency at a school parent's evening before the start of the school year, but can also be obtained directly from the agency.

In the case of children attending a special school for children with learning difficulties, the Saxon Law on Day Care and Promotion Facilities for Children (SächsKitaG) applies. For these children, the rules are the same as for all other children attending a day care facility in the city, namely the statutes of the City of Dresden on the collection of contributions for child day care facilities and personal day care (»Schedule of contributions for child day care facilities and personal day care«).

Transport costs

The transport provided for handicapped children between home and the day care facilities is similarly dependent on the individual form of handicap. The transport service is reserved for those children whose handicap makes it impossible or unreasonable for them to travel by public transport means.

Applications for transport for children attending remedial day care centres and groups must be submitted to the local Social Security Office. For Dresden children, it is thus the Social Security Office of the City of Dresden which assesses whether or not the prerequisites for the provision of transport are met. If this is the case, the welfare provider issues written confirmation that it is able to bear the costs of transport and organises the corresponding transport service.

Transport to the full-day care facilities is organised parallel to transport to the special school. Responsibility for this organisation lies with the Schools Administration Office. No transport is provided during the school holiday periods. Applications for transport to the full-day care facilities during the school holiday periods must also be submitted to the Social Security Office for each current school year.
